Is there an error in the software that prevents entering a number in Personal Property Tax, Prescription Drugs, and Doctor Fees?

The number entry boxes for Personal Property Tax, Prescription Drugs, and Doctor Fees already have this entry "$0" and the software allows no entry from the user.
