I'm taking the standard deduction on the federal return and therefore the standard deduction on the Virginia return. TurboTax is allowing the deduction from income for my long term care premiums for 2018 tax year on the Virginia return and I want to check that this is correct/allowed even though I'm taking the standard deduction? TurboTax is putting this deduction under Sch ADJ and line 14 of Form 760. Note that lines 10 and 11 (VA Sch A itemized deductions) are blank (zero). Line 12 shows the standard deduction amount. Thank you.

Yes -- you wouldn't be allowed to claim the long-term care deduction on your Virginia return if you'd claimed it as an itemized deduction on your federal return.
But since you didn't itemize on your federal, you're allowed to claim a deduction on your Virginia return.
Please see "Long-Term Health Care Premiums" in Virginia's current-year Form 760 Resident Individual Income Tax Booklet, which can be found at the Virginia Tax Forms page.
