Did you ever figure this issue out because im dealing with the same issue, if so please help!
Yes, Section 8 housing is considered subsidized housing. In Michigan, the Homestead Property Tax Credit program provides tax relief to homeowners and renters, including those living in subsidized housing like Section 8. See the rules for subsidized housing. For more information, see MI homestead or reply here with more questions.

I’m having the same exact issue, did you ever figure it out?? @tysonsnuggles202
Actually I spent over an hour on the phone with turbo tax and they couldn't help figure it out, because every time I put how much I paid out of pocket for rent for the 12 months it would tell me to remove the number of months and amount I entered but then it would take me right back and tell me to put it back in. It kept doing this over and over with no resolution. In the end I filed through a different service and better yet it was free and easy! Good luck hopefully they figure it out for everyone else who is affected by this issue.
