No. To qualify for the credit for energy efficient building envelope improvements, the material must be specifically designed and intended to reduce air infiltration. Can mean doors, windows, weatherstripping, etc. Pointing is not specifically designed to reduce air infiltration although that is one of the benefits.
No, these costs are repairs or home improvements and are not tax deductible. If the costs are home improvements, they are added to the basis in your home, so if you have a taxable gain on selling your home in the future, it would reduce your gain.
