Is Long Term Care Premium different than a regular health insurance premium?

Yes, it is different.

Health insurance premiums cover and pay for for medical and surgical expenses incurred by the insured. Health insurance can reimburse the insured for expenses incurred from illness or injury, or pay the care provider directly.

Long-term care (LTC) insurance premiums pay for a variety of services which help meet both the medical and non-medical needs of people with a chronic illness or disability who cannot care for themselves for long periods, for example, costs of a nursing home.
