No, it is not. Since you are getting something of value in return for your money, you are purchasing a service, not making a donation.

No, it is not allowed.  It would not be a charitable contribution because you received something in return.  It may, however, count as costs for the Dependent Care Credit if it was paid in order for you to work or go to school as a full-time student (child under 13 and the grandchild must be your dependent).
