Sounds like something got stuck. I know you said you tried a different browser and clearing cache and cookies, but here are a few more things you can things:
Most TurboTax errors happen because the browser is trying to use an old "session" from a previous visit. By clearing the cache or using Incognito mode, you force the browser to establish a brand-new, secure connection with the Intuit servers.
Thank you, however it still didn't work. I also tried an entirely different computer with the exact same issue. Ran through it multiple ways - filling out just the top pop-up, both the pop-up at top as well as in the editable 'image' directly, and only on the 'image'. I've also tried just submitting it with the blanks as a 'hail mary'. Tried skipping it to just get through to the end and see if I can submit it and have it sent back for the error, but after paying it loops back and says that has to be filled out in order to e-file.
This issue is reported as fixed in a recent update. I'd suggest deleting Form 5695, and performing a Manual Update. Then step through the Home Energy interview from beginning to end to see if your issue resolves.
In my test return, when I check the box on Form 5695, it fills in the address from my return automatically. You could also try checking your Address in the My Info section to see if there might be a space before the house number, or a special character.
