Is form 2106-EZ for filing unreimbursed employee business expences ?
Yes it is ... however due to the new tax law changes starting in 2018 that form will not be used any longer as the employee business deductions will not be allowed until 2026 at the earliest.

I thought I can claim my RN license and certifications under the state tab "other deductions for federal"?

Is form 2106-EZ for filing unreimbursed employee business expences ?
The deduction for unreimbursed employee business expenses was eliminated under the Tax Cuts and Jobs Act. Some states kept the deduction, but it is not available on Federal returns.
You can no longer deduct your RN license and certification federally, but it can be entered under employment expenses in Deductions & Credits to be carried to the state return if applicable.
