No they are not the same thing. A catastrophe savings account is one established for natural disasters. An HSA fund is used to pay for medical expenses and you must have a HDHP insurance plan in place. See below.

Full time uni student outside US, have foreign checking acct. Do i check the Owned or signed on a foreign bank, etc. broker or under Miscellaneous Investment income?
