In December i was taken by ambulance to hospital and received bill in Feb. 2019. Can I put this on my medical expenses for 2018 althought I paid it in 2019?

No, you can only deduct the expenses in the year you paid them. So you would report this medical expense on your 2019 tax return when you file it next year.

Unfortunately, you cannot put the medical expenses you paid in 2019 on your 2018 income tax return
