In 2015 I bought new windows and qualified for the residental energy saving credit. In 2016 I bought more windows equal to the same amount as 2015, but don't qualify for the credit? why is this?

We bought half of our windows in 2015 and half in 2016

There is a maximum cumulative for all years, not per year,  of $200.  If you already received that much last year, there would be no additional credit this year.  This credit is also only available to reduce your taxable income to zero, so if your taxable income is already zero, you will not benefit from the credit.
