It depends on the state.

If you take the standard federal deduction, can you still deduct property taxes at the state level?

Michigan has subtractions, (Schedule 1) which is LIKE itemizing, but the property taxes for Michigan are reported on the Homestead Property Tax Credit Claim MI-1040C, which is filed with the return, but not really part of any itemized deductions.
So YES, you can take the Standard deduction on your federal return and the property taxes will act the same on the MIchigan return regardless.
