If my car registration expired in Dec 2018, but I took advantage of the 1 month grace period & did not pay the renewal until Jan 2019, can I claim them on my 2018 taxes?

Unfortunately, you can't claim payments you made in 2019 on your 2018 return.
However, please see the TurboTax FAQ "Is my car registration fee deductible?" below to see if you'll be able to claim the registration fee on the 2019 return you file next year.
