If I took the standard deduction in 2015 and wasn't able to use my charitable contributions deductions for clothing and a vehicle, can I take the 2015 deductions in 2016?

Charitable contributions can only be reported in the year the contribution was made. So you cannot report 2015 contributions on your 2016 tax return.
