If I paid for glasses with money from my HSA do I enter that amount under eye care expenses or has that expense already been accounted for by paying with the HSA?

Yes, please enter your eye care expenses.

The way TurboTax works (and this is not obvious). TurboTax wants you to enter all medical expenses into Medical and Dental expenses for Schedule A.

Then TurboTax will ask for your insurance reimbursements so it can subtract them. And TurboTax will automatically subtract all of your HSA distributions.

So, yes, you are actually expected to enter your eye care expenses paid by HSA funds on Schedule A anyway, but they will be subtracted out so you won't double-deduct.
