If I moved for a job transfer in 2018, but incurred all costs before April 15, am I allowed to deduct those moving costs from my 2017 taxes?

Since the federal tax law is changing in 2018 I am curious if I can apply moving expenses incurred in early 2018 to my 2017 tax liability.

No. According to the IRS:

“If you weren't reimbursed, deduct your moving expenses in the year you paid or incurred the expenses.”
