Care registration fees are not deductible.  What is deductible is personal property taxes, which in this case means a tax on ownership of personal property (like a car) that is charged as a percentage of the value of the car and charged equally to all owners of the same class of vehicle.   For example, if the cost to register your car is based purely on its value, it is a deductible tax.  However, if the fee is (for example) $49 for everyone PLUS an additional amount based on the value, only the amount based on the value is deductible.

You can directly enter personal property taxes on the deductions and credits page under personal property taxes.  You can add them together, the IRS does not care if you paid different amounts to different states.
