If I have not worked for the entire year, am I still able to receive the child tax credit?

I've heard from the IRS that I am able to but doing my taxes it is saying I am not eligible for the child tax, please help

You won't qualify for the credit if you didn't work. In 2023, the tax credit will be refundable only up to $1,600, depending on your income. You must have earned income of at least $2,500 to be eligible for the refund.

The only tax year for which you could get the child tax credit if you did not work was tax year 2021.  That rule changed.  For 2022 and now for 2023, if you did not work you cannot get the refundable child tax credit.  Sorry.
