No, the non custodial parent will not qualify. In order to claim Indiana Earned Income Credit, the taxpayer must be able to qualify for Federal Earned Income Credit. Since a noncustodial parent cannot received Earned Income Credit for a child not living with them, they cannot qualify for Indiana's Earned Income credit either.
