If I am employed (4 days/week) with a W2 but not given health insurance and self employed with a 1099 (part of the week) can I deduct health insurance that I purchase

To clarify
4 days a week work for employer get W2 no health insurance (relief worker)
1 day a week to 1 day a month (part time) 1099 paid to do work but self employed in the state. I would be a sole proprietor.

Yes, if you pay for your own health insurance out-of-pocket, you can deduct the premiums.  This would be true in any situation. 

If you do have self-employment income, then the premiums may be deducted as an adjustment to your income instead of as a medical expense on Schedule A Itemized Deductions.
