I was affected by the 2019 flood and now it won’t let me submit my return. How long before i can finally submit this? And will it negatively affect my return?

The list of forms and their available dates can be found at this link: IRS Forms Availability in TurboTax. You will be awaiting Form 4684.

It could only be to your benefit to wait for the form, as it may allow you to deduct some of your loss incurred as a result of the flood.
