This is the standard way to ensure all background calculations (like the credit vs. deduction choice) are handled correctly. This includes entering the carryovers.
If you have absolutely no foreign income this year, the software might try to skip the form entirely. To force it:
In the Foreign Tax interview, add a "dummy" country (select RIC or Various).
Important: Also check the Foreign Tax Credit Comp Wks (Computation Worksheet). Line 10 of that worksheet is where the carryover from Schedule B pulls into the actual tax calculation.

I'm using The online version.
I actually have a foreign income , but the foreign tax is under $600. Meaning that From 1116 is not necessary , but still need Schedule B (otherwise all the carryovers will be lost!).
If I enter a higher amount (bringing the taxes over 600$), the form 1116 and the schedule B can be printed and filed.
Therefore it is a system glitch!!!!

If you only have a carryover, the Form 1116 is not required and the IRS system holds it until your next Form 1116 is filed. You can force the 1116. If you want to force file the 1116 using the desktop version:
I've already tried the "Check the box to force file 1116" suggestion from other posts I've read. It did not work, still won't file 1116. All prior years worked fine. This year is weird. Thanks anyway, hopefully it will work for somebody.
