No. It takes a minimum of $2500 of earned income to qualify for the refundable portion of the child tax credit (CTC), know as the Additional child tax credit (ACTC).
The ACTC is calculated on form 8812 and is basically 15% of your earned income over $2500. The ACTC is a maximum of $1400 per child (not $2000). So, for example, if you had $3000 of earned income, your ACTC would be $500 x 15% = $75.
But you may qualify for the Earned Income Credit (EIC or EITC), which has no minimum.
If all you made was that little then is the child a qualifying child for someone else in the home who can use the child related credits better.
