I used to always claim out of pocket expenses for work. Now it looks like I can only claim them if I am in the military, disabled, an artist, or work for the state?

That is correct. Because of the tax law changes the unreimbursed employee expenses deduction has been suspended unless you are an Armed Forces reservists, qualified performing artists, fee-basis state or local government officials, and employees with impairment-related work expenses.
