I sold a house in Georgia in 2015. I had to pay taxes to Georgia on that sale. Is any of it recoverable. Do I need to file with Georgia?

If GA taxes were withheld from the sales proceeds, they may be recoverable (in whole or in part), depending on whether you had a gain on the sale.

You would have to prepare a GA non-resident tax return to find out.

Strictly speaking, if you have "income from Georgia sources", you are required to file a GA tax return. You may not have "taxable income", but you do have "income".

From the GA DOR website, Individual Income Tax 500 and 500EZ, Forms and General Instructions:

Nonresidents. Nonresidents who work in Georgia or receive "income from Georgia sources" and are required to file a Federal return are required to file a Georgia income tax return.

Legal residents of other states are not required to file a Georgia tax return if their only activity for  financial gain or profit in Georgia consists of performing services for an employer as an employee where the wages for such services does not exceed the lesser of five percent of the income received from performing services in all places during the taxable year or $5,000.
