I saw on TV that Congress re-instated the home owners insurance premium deduction. Where do I list that on my tax form?

No, there was never a deduction for homeowner's insurance (hazard insurance -- fire, theft etc.)

There is a deduction for mortgage insurance paid to your bank (MIP, PMI) as part of your mortgage payment.
