All the medical bills are billed to me and i pay them 100%. Each month, my ex gives me cash to cover 1/2 the expenses for the kids - clothes, medical etc.

Yes. If you pay, you can claim assuming that the child(ren) live with you and they are your dependents.. Where the money came from is not relevant. Once the money is given to you, it is your money.
BTW: the new tax law changed the AGI floor to 7.5% for everyone. Those changes should be in TurboTax by Jan 18.

Also, if the medical premium payments for you or your children are deducted pre-tax from your paycheck, you may not deduct them again on Schedule A as an itemized medical expense. Since the premiums have never been taxed, they aren't deductible.
