I paid my property taxes for the current year and also paid delinquent property taxes from a previous year. Are both deductible this year since they were paid this year?

Yes.  The property taxes paid in 2016 for the current and any past years taxes owed can be entered on Form 1040 Schedule A as an itemized deduction.
