Property taxes paid in 2023 can be deducted on the 2023 tax return, regardless of the year the taxes were assessed.

Yes----it is the year you pay the property tax in, not the year it was "for" that matters.  Bear in mind, though, that the deduction for SALT  (state and local tax) is capped at $10,000 so even if you paid more in 2023, your deduction is limited to the cap.

You can only deduct 2022 expenses on your 2022 return.
