I paid my 2018 property taxes in February 2019 (but before taxes became delinquent). Can I deduct that expense for 2018?

I failed to pay my 2018 property taxes until Feb. 2019 (but before "delinquent" deadlines.  Presumably I cannot take these taxes off until 2019?  What if I also pay 2019 taxes before 12/31/2019--Can I deduct taxes paid in Feb. 2019 and December 2019 for the same tax return?

You can only deduct what you paid during the tax year...just watch out for the new SALT limitation on the Sch A.
