Yes, you can file a 2017 state income tax return. For the federal, you can amend 2017, add the mortgage interest then you'll be able to purchase the state. Don't amend the state since you never filed it. 

  • The reason you have to amend the federal is because 1)it may make a difference in your refund or amount owed and 2)you'll need the information to transfer to the state return.

Did you prepare your 2017 income taxes with TurboTax? Did you do a state income tax return and need to amend or you did not do 2017 income taxes and need to file.

If you used the 2017 Free Edition: Access to all prior-year returns has expired.
If you used the 2017 Free Edition with PLUS, Deluxe, Premier, or Self-Employed: You have access to all your prior-year online returns through October 31, 2019.

If you have the print out of your 2017 Federal Tax return, you may go to your state's Department of Revenue and download the forms and fill it out manually. See <a rel="nofollow" target="_blank" href="https://ttlc.intuit.com/questions/1901670">https://ttlc.intuit.com/questions/1901670</a>.
