Yes, the amount you paid when you filed your state taxes for last year is deductible.

Select Federal Taxes
Select Deductions and Credits
Scroll down and select show more at Estimates and Other Taxes Paid
Select Start at Balance due on your 2015 state taxes paid in 2016
