I never claim EIC or ACTC, what is it anyway?
They are both refundable credits. The EIC is income based. See below. The ACTC is the Additional Child Tax Credit so it is only available to those who have "Qualifying Children"

The Additional Child Tax Credit (ACTC) is the refundable portion of the Child Tax Credit (CTC). The Earned Income Tax Credit (EITC) is a means-based refundable tax credit that can be worth more than $6,000.
