You can either drive across the border, or go to your nearest U.S. Embassy or consulate office (whichever is closer) and purchase a pre-paid VISA in U.S. funds. Then register that card with a valid U.S. mailing address, and a valid 10-digit U.S. phone number on the internet. After registration you may need to give it a few hours for that registration information to propagate across the internet to wherever it needs to propagate to. Then you can use that card to pay your online TurboTax fees with.
Note that all U.S. Embassies have a U.S. banking facility in them. But not all consulate or satellite offices do. So if a consulate or satellite office is your closest option, I would recommend you call them first to confirm they have a U.S. Banking factility in them, and confirm they can sell you a pre-paid VISA card IN U.S. FUNDS.
If you qualify you could use one of the IRS FREE FILE options:
You do not have to be EITC eligible in order to qualify for Free File. Any individual or married couple that meets the income limitation can qualify. First-time filers or college students are key users. Military personnel who meet the income requirement can use any of nine partner products. And seniors who want to file the new Form 1040-SR because they are over 65 and taking the standard deduction also can use Free File.
Remember, if you meet the income requirement you will find at least one free online product. To avoid fees for state tax returns, look for a partner that offers free state tax return preparation or check out your state's tax agency website to see if they are members of the State Free File program.
