You can find the six-digit property key number on the notice you received from the New York State Tax Department stating that your 2025-26 STAR credit advance payment was underpaid. If the credit was not underpaid, Form IT-119 is not applicable.

I received a STAR payment in 2025 HOWEVER, I did not receive a notice of underpayment.  I clicked NO when the screen prompted me to and I'm not required to submit the form, but TT won't let me file my return without it being filled out.

Could you describe at what stage TurboTax is not allowing you to file?  For instance, are you getting an error when you run Smart Check?  If so, what error message are you getting?  Or are you at the stage when you are ready to file the return, and TurboTax is giving an error message that you need to fill out Form IT-119?
