I moved in January 2017 from New York to Minnesota. Can I deduct moving expense from my taxes? and if so what tax form/tax package would be the best?

If you moved because work required you to move or you moved to take a new job, you should be able to deduct expenses if you meet the other tests. You will need TurboTax Deluxe or higher to do so.

If you just moved because your know home is cheaper or you wanted to be in a different location then you probably cannot deduct expenses.

Was this a move because of a job relocation or was this a personal move?

Well, I needed to move as expenses in New York were too great. I was able to work out a situation where I can the same work remotely in Minnesota. Does that qualify?

If this move was not a job related requirement, then it is for personal reasons and would not be deductible.

Maybe you didn't understand me. It was a job related requirement, If I didn't move I would have been unemployed

But you said you moved because the NY cost of living was too high.  Also, why MN as opposed to anywhere else?
