I made no income in 2016 as I was a stay at home mom to my infant son. I still want to claim the child tax credit. Am I able to do this?

Who supported you?  Without earned income you cannot get the child tax credit.  The CTC is used to reduce your tax liability.  If you had no earnings, then you have no tax liability to reduce.

No. The Child Tax credit is not a $1000 refundable credit.

The money you hear about people getting for just filing a tax return claiming kids requires you to  have some earned income (wages or self employment). Without earned income, you are not eligible for the "refundable" Earned Income Credit or Additional Child Tax Credit. The "Additional" Child Tax credit only kicks in if you have at least $3000 of earned income.

If you are married, you will get the Child Tax credit on your husband's income by filing a joint return with him.
