I’m trying to enter my 1099-as info and you are asking for a payer name. Is that who I paid with my hsa or my own name?

The "Payer's Name" for the Form 1099-SA is the name of the bank or plan administrator who manages your HSA. It should be what appears as the entity issuing your 1099-SA form.
