I'm not a USA citizen & can't be considered a permanent resident for tax purposes. If i withdraw funds from my HSA for personal use will i need to pay a fee next year?

You will need to file a return next year ... a 1040NR which is not supported by Turbotax.

An HSA distribution not used for medical expenses is subject to ordinary income tax and, if under age 65, a 20% early-distribution penalty.
