I'm amending my return for China 5000 tax treaty. Should I mail the 1040x with form 8833 to both federal and state? Is Iowa accept the US treaty?

I made amend return on turbotax by adding $5000 to "less common income" and generated a form 1040x, is this correct? Also, besides mailing to federal, do I need to mail it to Iowa state treasurer? I'm not sure if Iowa state treasurer accept the $5000 US China tax treaty.

Please confirm that you have been in the US as an international student for MORE than 5 years or part years (for 2018).

That is correct.  I can not find anything about Iowa allowing treaty exempt income.  Unless you find otherwise, you do not need to amend your Iowa return.
