We paid $41.00 for a 2005 Toyota Tacoma, $0 of amount paid is RTA (Regional Transportation Authority Tax). Is this deductible?

In Washington State, the RTA portion of the vehicle registration fee is the deductible part (for Schedule A).  If you do not pay RTA taxes, then you do not have a deductible portion of vehicle registration.
