I have an HSA, but I made no contributions into it (thus will not be able to claim any deductions). My employer contributed $350 in 2016. Why do I need to purchase TurboTax Deluxe ($55) for this?

Because your W-2 will show the contributions made by the employer.  You will need to go through the interview for these contributions under wages and Income, Less Common Income, even if you yourself made no direct contributions.
