No. That means you overpaid in 2016. You would include only the 2016 child care expenses that were both incurred and paid for 2016.

Can I Include Social Security Disability, Retirement payments, and Wages in the adjusted gross income - they are not showing up. Should I contact the IRS? Thanks.
