I have a seller financed mortgage.When trying to input the sellers information it asks for the SSN or TIN and seller has been unwilling to provide either.How can we file?

The IRS requires this information. If you cannot obtain the information, then you will have to print your return, mail it in with an attachment explaining to the IRS why you cannot provide your seller's info. Include the seller's name and address.

Verify that this information is not in your purchase contract or loan documents somewhere first.
