I have a receipt dated 01/06/2016 for my 2015 Property Tax and a receipt dated 11/24/2016 for my 2016 property tax. Can I itemize both property tax for 2015 and 2016 on this year's return since both were paid in 2016 ?

Yes, you can only deduct real estate taxes in the year you paid them, regardless of the year the taxes apply to.
