I have a dental bill of $5599 received in Dec. but I am paying it in installments in 2017. Since it occurred in 2016 can I count the full amount on 2016 return?

No, you can only deduct as Medical Expenses the amount that you actually paid in the tax year.

Amounts paid in 2017 will be deductible on your 2017 tax return.
