I have 3 children but I only made $400 last year can I still file taxes

Yes. $400 of earned income, with 3 qualifying children will get you $190 of Earned Income Credit (EIC). One child gets you $145.

Any close relative (e.g. grandparent), in the same household, is allowed to claim some or all of the kids instead of you
