I have 1099s for people with SSNs but foreign addresses. What should I enter in the e-file tool? Obviously, it won't let me enter the foreign address.

Enter your (the Payer's) address in the Recipient's address field.

As long as you have the correct name and SSN for these individuals, the Recipient's address won't matter; just make sure the Recipients get their copy of the 1099s.
