I have 1 house, but 2 loans on it. I received 2 1098s. I am asked about property tax on both. Do I enter my property tax on both 1098s or just once on the primary loan?

You should only enter the property tax one time as long as that one entry (for the primary loan) is the total property tax paid for the year.
