In the Other Deduction section you will enter the Federally Declared Natural disaster expenses in the Casualties and Thefts spot.

The complete set of steps are as follows." 

1. Federal
2. Deductions and Credits
3. Show More next to Other Deductions
4. Start next to Casualties and Thefts
5. Enter the Description, Date and Property Type
6. When you select Personal property, you will need to select the special tax treatment.  
7. When you click next you will need to enter the FEMA disaster code.  
8. Continue through the entries
